iOS Transfer Issue

Hello. I'm iOS. I want to transfer my game with iCloud to my new phone but every time I try to do so a random level 1 pops up. I am level 34. I've read people are experiencing the same issue. Does anyone know a solution? Or can someone look into this please? Thank you.

When download and open your game  You should receive an option asking if you played before.  If not  Without starting to customize the new doll tap around the screen and see if you can't get that pop up asking if you played before then it should give you the option to either download of Facebook save or if there is an I tunes save.  Good luck and let me know.
