how does SYS voting work?

whenever i have an outfit doing poorly it seems to take 30 minutes to get 25 votes, but sometimes my outfit is doing well and getting lots of votes (40+) it’s labelled «finished» with within a few minutes? can anyone explain how the voting works and why the time differences happen?
