Quest “Meeting in Mexico”

This quest asks my game character to “Meet Paul at El Canaria in Mexico”. My character is in level 29. The places in LAX terminal has no “El Canario”. What level do I need to be for this pace to show up? And why am I getting this quest when this pace isn’t in my level of places to go? I am so puzzled. Can someone in higher level in this game KKH give me some insight? Thank you very much.
