Why can't I adopt yet?

im a guy and married to a guy and I'm level 12 and Kim still hasn't called for the adoption center what could I be doing wrong?

hi.  You are asked if you’d like a child when you have reached 12,000 dating hearts, relationship points.  Then you are offered a 2nd child when you reach 15,000 points.   You can ‘adopt’ a child for 180 KStars.   You have to open the adoption center by completing that storyline, then You can adopt up to 2 babies in the game.  Just keep dating.  .
