What do the storm clouds over the characters head mean? What can I do about it? I saw one over my character's head & didn't know what to do.

It means they are annoyed xD It usually happens when getting bad press, insulted or a bad result in a goal

You can't do anything when it happens, it's just there to indicate that something didn't go well
