Stuck on a Goal

OK. So one of my goals is to meet Miles in Club Tulip in London. Thing is everytime I go there I can't find him so I can't complete that goal. Any help?!?!

    How did you get a new quest? Since I updated. I haven't gotten any new quest. I'm on level 21.
