Stuck on level 22 - tasks continually say "available soon"

I think my game is stuck. I'm on level 22 and although I have a list of tasks on the left, none of them are becoming active for me to even start. I'm killing time going on dates, hoping it'll sort itself out but it hasn't. Any ideas or suggestions?

    It means you have an ongoing job. Look thoroughly in every city to see if maybe you missed a job that you had selected. The new/waiting jobs won't start until you complete the ongoing one.
