They'll ask you to go club Lif to look for someone to tell you where they saw Marcel, the photographer. If you can't find somebody in Lif with the yellow bubble and exclamation point, you have a bug. A few people, including myself, are stuck on that quest. Others have had that problem but later on got to complete it by going on a date and their partner talking about Marcel or not playing for a day and opening up the game to find the guy on Lif. There's many solutions out there but might not work for you, like me. You'll have to look for a thread in this site that talks about this issue. Look at the 2nd or 3rd page.
