Grand Sultan Hotel in New Delhi still locked.

I'm not sure if this was posted before but I couldn't find it, so if it is I apologize reposting it. I am at level 30 and I still can't gain access to the Grand Sultan Hotel in New Delhi. It's been locked since New Delhi became available to visit. Can anybody help me understand why it's locked or have gone through this problem already. Thank you.

    It simply hasn't come into gameplay yet. Believe me, when it's open someone here will post so fast your head will spin.
