That's the birthday dress that Kim gave you. I think there's a glitch so it got cut off.

I believe those are the undergarments our dolls wear under their clothes. Those panties often appear in a glitched outfit where the skirt is missing.

Edited the dress on the left was the gift, the right, a different doll just forgot to put on the rest of her clothes.
