purple star?

so i met an npc with a purple star, what does this mean?

    I think he's not on the star list or he doesn't have his rank yet since he's ranked 672

    It's because he has zero fans so he's not even on the E-list. If you look at the very bottom of the top stars list there should be a handful of NPC characters who also have a purple star. They all have zero fans so they do not have a star ranking like A-list, B-list, etc.
