Meeting Raul Ferro

Hey! I've got a question about meeting Raul Ferro. I played the Halloween quest from last year, the one you see the apparition that haunts everyone who gets near Raul, but I'm pretty sure I haven't played the quest in which you first meet him, the one RT introduces him to you. Is that possible? I'm on level 30, but I've put off playing the quests and following the storyline for quite a while in the past. Will I ever get to meet Raul?

    He shows up in a few storylines so you will definitely get to see him again!
