Quest Bug

Walk a mile.. quest bug
when i receive this quest i go to las vegas entered chateau nuit then i encountered dirk diamond and call a security at him at the end.. then auto exit at chateau nuit. i still saw walk a mile quest going.. and enter back on chateau nuit no npc's related on that quest... i search on google ray powers supposed to show up,, i tried to finish other quest then come back on chateau nuit no ray powers show up i tried reopen the game there still no ray powers... do i need to finish other quests?? before walk in a mile quest??
