Not Being Able to Add Friends

Hi there, my friends and I have been trying to add each other on Kim Kardashian: Hollywood. For some reason, it doesn't allow us to do it through Game Center, and when we tried it through Facebook, it doesn't allow that either.
Whenever we try to connect through both ways, it doesn't allow you to add friends, it is just stuck on "refer friends". Could someone help out with this?
