I need help!

I’m level 35 and I still have not been offered Chevier in Toronto or the Gym that unlocks at level 17!! I am all caught up on story lines and only doing the tasks the Simon asks me to do. The storyline that I’m on is Raul’s R&R invite… that is the only quest I have! I know they’ve done away with the weekly stories now but I’m confused as to why I can’t get the gym or Toronto if that’s part of the main storyline itself? Someone please help!!!
