Why is the max level different?

My current reinforcement is at level 14 and already at max level. I am unable to upgrade anymore. But when I go to multiplayer mode, I notice that some players have their reinforcements already higher than level 14. I saw some at level 18. Can I know why I can't further upgrade my reinforcement beyond level 14 but other people can? Does this different max level also apply to other upgrades as well? If yes, what is the trick here? Thks.

I'm using iOS and my max level for that skill is 10. I thought people who had anything above 10 hacked the program and were cheating. Apparently different platforms have different max levels. I've also noticed strange things like a ronin that has the sorceress' repel skill. Is someone cheating or is there a way to transfer skills to other characters?
