Village Bowmen

Is the effectiveness of the village bowmen dependent on how much the particular bowman's type is upgraded? I don't use the rocket farmers, so I didn't upgrade them. Now that the village bowmen are upgraded all the way, that is what is on my wall, but I find them almost useless. They do very little damage. Frosties were more useful. I wish I would not have upgraded past the frosties on the wall.
