How to level runic gear

I see a few threads that discuss this, that say to level your gear to 4-7 before merging it into a runic item. Is there any hard date of how much you get from level 4 vs 5 vs 6 ? I would like to weigh the benefits as getting to 6+ can be expensive and some gems are tough to come by in that high quantities.
Also, what about differences between orange / blue / green gear?

Well if you've read my guide,this is the formula you need to use:

Just put in the weapon that you want with the items that you have to fused with.
