Can't get my previously-purchased IAP to validate after switching devices.

I purchased "Maverick" from Amazon on my first phone. I changed phones and, even though it says that it is a multi-device purchase, it won't let me switch to "Maverick" for my pilot on my new device. It came up with my 226 glu credits properly, but when I try to change to "Maverick" it brings up a purchase dialog and when I confirm my account it says I already purchased it. However, when I go back to the game, it still has "Maverick" locked.
