Event Brackets

Can someone explain how brackets work in Tap 16? We have a pretty good club, averages 4 stars. It seems that one week we are competing for top 25 positions and the next week barely able to crack the top 100. This is with achieving similar scores. I always thought that the entire universe competed against each other, but my clubmates think there may be a bracket system in place. I would love some clarification.
