WONT LET ME UPDATE ... KEEPS SAYIN I NEED BILLING INFO ... and I've done it right there's a glitch

Iv completely uninstalled the app and it still won't let me get past this update ... telling me to put credit card info in which I have ... I phone 6 plus App Store keep sayin that I need my billing info which I put it in all correctly like 10 x with 3 different cards even tried PayPal .... can someone please help me get back on it's been 3 days I'm the Club Leader to ( I WIN ) my name is IYIOOOSE I'm goin crazy having withdrawals I play everyday n I as the Leader of my club hope my good guys don't ditch me ... I for real have no clue what's goin on please help
