What does it take to form a nice and active Club? (Searching for members, club requirements, etc.) (Should club be open or private, etc.). TIPS AND TRICKS (such as club leveling). Any advice is recommended

Basically you need to recruit, recruit, recruit, and continue to remove the dead-weight. The best way to get other strong players to stay is to lead by example. Nobody wants to be on a club where the leader doesn't pull their weight. Also, maintain strong communication, which many clubs do through the use of the line app.

Like Lonzo says, lead by example. If you can produce, others will follow. If you continue to produce, those that follow will stay and more will come your way.
Personally, I stick to private clubs. Nobody likes dead weight, but if he's cool, it's not so bad.
