upgrade reinforcements?

  You are able to summon more allies at once. There are certain allies that can't be summoned. Any ally you can only have 1 off like Shingen, Priest, Swordsmith etc cannot be summoned with Reinforcements.

  no sorry, i meant whats the point of upgrading the skill? does the number of troops i could potentially summon increase as i level the skill?

  I believe it upgrades a certain percentage of your leadership making you summon more allies at once.
