I have 437 glu credits..should I buy Fel'mor now or get enough coins to buy him epic? And if I buy him epic he will have lvl 26..but i can use double skills poins with glu credits for each level or he comes with 25skill points to use?

ALWAYS buy heroes on the 1st level and upgrade them yourself. If it's a hero you're intending to use in the end game, invest 5 coins EVERY level so you'll be able to max his skills and unlock his full potential.
If you're short on credits take advantage of the sale discount on the "hero missions" of Felmor (there are 3 of these). This will save you about 20% of the price if I remember correctly.
