  Actually it means how likely the animal will respond to you and run away.

  I'm glad you cleared that up thought my eyes were deceiving me when I couldn't see any improvement in sight picture so animals less likely to run away the higher the eye % rating of clothing meaning hunter more concealed / camouflaged
