How are upgrades based?

Was wondering if upgrade lvl works on a 'player v player basis, or if it's a flat ratio of improvement.

My team is giving up a ton of errors after jumping up to all-star. Many more than I saw before the update (which is about the same time I leveled up).

It's basically costing me games.
