Can players get better over time?

So yeah, I was just wondering if you could have your players that aren't so good get better over a while. For example, can a player with 2 HIT 3 POWER 2 SPEED go to like 4 HIT 4 POWER 2 SPEED or something like that?

Nope, not unless the powers that be decide to give them higher ability.
