When did Legend Reggie Jackson become available? I saw him on a team. I have seen Boone and Ryan but not Jackson available. And it should be prevented to have a line-up with Legends and still be in Expert.

Jackson was an additional tier fan reward last week for some from what I've heard

yeah if you reach tier 6 rewards then there are additional tier 7 and 8. I've never seen any higher than that but I guess its possible

For me at least tier 6 was Boone, then it unlocked tier 7 (Regular Harper) and tier 8 Prime Mauer.
Then I got a whole new set a fan reward and tier 6 was Reggie Jackson.

What time does the tier rewards begin? Does it start today? Because the weekend event started but no tier rewards yet

No idea as the fan rewards haven't started yet and you can't unlock them until you've spent enough to get tier 6. You could probably get Ryan and Orel from the legend boxes perhaps another, at 2k a pop a won't think that would be able to get more than 2 or 3.
