You would have no way of know what your own pitcher throws....

His 2 arm rating is based on SO/IP. He had 44 SO in 91.1 Innings last year, which is not very good, hence the 2 arm rating

That's nothing. Chet Stedman for the Cubs has a rating of 20/10/15. His stinky high cheddar is unhitable.
