Tier 9 is Matt Kemp (of) stats 9 9 10
By tier 8 and 9, do you mean the 5-star and Prime players in the next (second) round of fan rewards?
I'd say he is. He's a Legend-caliber version of RA Dickey with a wicked knuckleball. I rotate him in and out of my lineup with Nolan Ryan and Vida Blue, and currently Niekro has the lowest ERA of those three.
