Pitchouts and balks

A pitchout is a guess - i.e. the defense should also guess wrong sometimes and mistakenly call a pitchout when a runner isn't stealing - it's just more realistic. Also, did '17 do away with balks? I haven seen one yet, but I've only been playing for a few weeks. 

Edited to say: Oh, never mind about the defense guessing wrong about pitchouts - I just had it happen.

    I saw a balk yesterday.  First time for me.

    Rare for Balks, change Gameplan's Stealing offer frequency may increase both pitching errors. I have had both in TSB 17; although, Rare, I suspect once speedsters are drafted and then improved, their own reputation attracts attention. Meaning, once I successful steal in 1st/2nd inning subsequent innings seem to have throw overs more often. Kind of also depends on pitchers and their Attention while on the mound. (Left Handers staring at you vs Right Handers over their shoulder.
