Why is a Sale not a Sale?

There is a current "Upgrade" sale going on right now. Says "Upgrade sale up to 50% off". Now i get semantics, and see that it says "up to" but i don't actually see that the price of Gold or Cash has decreased by any amount! I've got a hitting coach at 17/40 and it cost either 41 gold or 8000 cash to upgrade..but it cost that much prior to this sale. So...what the heck? Am i missing something here? @blueleopard - Please help to understand here.
