Tournaments

Does each tournament have the same set teams you have to beat every time if you fail to win the tournament the first time? I only ask because the most current available tournament for me is the silver tourney, I got all the way to the last game, and the game comparison between teams was lopsided. Each other game I was favored, and I was expecting it to go in their favor a little based off the trend from game to game, but to my surprise, the last game went from others being pretty equal or me being slightly favored to being extremely unfavored. If I play the tournament again, will the same thing happen with the same teams?
