How is competition determined?

In the older versions of this game competition was determined by individual levels. In this version there is now a new club ranking. I have seen people say not to donate gloves, balls, and helmets because leveling up our club will make our competition get harder. Is there any truth to this or is competition still determined by individual rankings?
