Questions about VIP

Forgive my ignorance as I am sure this has been answered multiple times, but what exactly are the requirements for becoming VIP (everything I've read/heard has been very ambiguous)? And also, what are the perks? I've dumped quite a bit of money/time/effort into the game and was just curious if it was something worth pursuing.

@TheELIORChamp there are no exact published set of requirements for this by GLU. They say that it is a combination of money spent as well as being active in the game, forums & social media. As far as how much money spent is enough there is no mention of it. Others have posted different amounts in the $800 range but there is no proof behind that either as GLU never released a number.
