Pitcher not showing up in improvement menu? 2019

Hey all. 
Question: i have a SP pitcher that shows up in the pitcher menu but i cant find him in the improvement menu.. it says hes capped but hes only max level 58.. haha i only have 5 SP total so none to trade in. Any ideas why?

    Ok. I guess its just me.

    So i got a new SP pitcher and changed that guy out.. now everything is good. I can now see all 5 starting pitchers in the in improvment menu. 
     Weird glitch..

    If he was that low skill wise he was probably down at the bottom of the list even though he was capped.

    Not at the bottom, he didnt show up.. as soon as i switched him with a new sp pitcher the new pitcher showed up. Wierd
