  Because they don't want to rank up.  They probably think it affects the event brackets, but I don't believe it does.

  The club level has absolutely no bearing on the event brackets you are in.  Your club scoring history is the single biggest factor.  The next biggest, from what I can tell, is the timing of when you start the event.
  
  If you jump right on immediately at 12pm eastern, you will likely be bracketed with a ton of other clubs that jump in early, too.
