Yes, you can have 4 characters without spending gems, you just need to reach a high enough party level to unlock the 4th character. If you buy a character, always buy the lvl 1 character as buying the packs is actually worthless as you do not get the bonus skill points that way.

Its glu coins only and you see it only sometimes as they are part of the "Recommended gear", that refreshes when you go from map to store, but not when you go from skills/inventory to store.
unlimited doesnt make sense because we have a hard cap at 31 levels and 2 skill points per level with glu coins, means you have a total of 62 skill points to use. I do agree with Scape211, the shield spell needs to either absorb a lot more so that you can take 3 hits( bump it up to absorb 2000 damage) or make the person invincible for 10s.
