The skills show full cost when you’re not in the upgrade tab, but when you upgrade the cost is at the discounted rate. Edit: I noticed this too and somebody here on the forum last week said it was just a display issue but the discount works.

POW are worth it if you want to put up a ton of club points on Wednesday and Thursday. They are good as cvc bonuses too if you can level them up a bit.
