Stuck on quest, due to all rooms being locked

Android version 6.0.1, device Alcatel one touch, once iv reached a certain quest I accepted it then when I go to the required location the room is locked, as well as every other room on each map, Brooklyn , Manhattan, so on so fourth. I am Level 15,
