Does every region fight against each other?

As the title says, I have just found out about the game, and am aware that only certain countries have access to the Beta and that progress won't be wiped upon full release. So my problem is that if everyone is against everyone and that some countries have had the game for months before others, isn't it going to be very unfair for players in those countries?
