Buzz's passive not activating

I have been using Buzz with Zurg for a couple of days in all of my content and yet to have an assist from buzz trigger from Zurg. It's not listed whether or not it's supposed to be a hero or not just a toystory charecter in Buzz's passive, but if it is could it be clarified? Also I checked with a few others on discord and they cannot get Buzz's passive to happen with hero toystory charecters either.
