Packs During Events

I recently bought a pack during a recent event- the one with Queen of Hearts. The pack may contain 8-330 tokens of Dr. Facilier for 800 gems. I bought the pack twice and received only 9 tokens for the first try, and 10 on the second try. Am I just unlucky or is this how it works?

There is an option inside the pack where you can check the chance for each token drop. Getting 10-12 is roughly 70% chance. Getting 230 or 330 is less than 0.10%
There is a (i) option on the top right corner when you first click on the token inside the chest.
