Concept/Animation: Pepa "tornadoes" when she is stressed (which destroyed the flowers that Isabela later fixes). She can "tornado" as she walks over to her opponents.
[Special A] Great - now I'm thundering
Deal up to X damage to target opponent and inflict [SHOCKED] for 1 turn. Damage is increased by 5% per 'Encanto' teammate. 30% chance to chain to adjacent opponents, but guaranteed to chain if Pepa has a [RAIN CLOUD].
Concept/Animation: Pepa can summon a rain cloud or use her rain cloud to shock opponents with a thunder bolt.
[Special B] You're lucky it's not a Hurricane!
Deal up to X damage to target opponent and swap target's position on the field with random adjacent opponent for 1 turn. When Pepa has a [RAINBOW], purge up to 2 helpful effects from target opponent and additionally swap a random non-swapped opponent with their adjacent teammate. If this move is used consecutively, extend duration of swapped positions.
Concept/Animation: Things get rearranged or thrown all over the place during heavy winds. Positioning is so important in DSA, I think this would be a cool new de-buff.
[Passive] It looks like rain
When an 'Encanto' teammate gains a harmful effect or Bruno's passive is activated, Pepa loses her [RAINBOW] and gains a [RAIN CLOUD]. When Pepa gains a [RAIN CLOUD] she gains [OFFENSE UP] and 1 guaranteed critical hit.
Concept/Animation: When her family members get a harmful effect or 'We Don't Talk about Bruno' passive is activated, Pepa's mood goes south.

At the end of her turn, if 'Encanto' teammates do not have harmful effects, Pepa loses her [RAIN CLOUD] and gains a [RAINBOW]. When Pepa gains a [RAINBOW], she gains 1 [HASTE] and 1 [CONTINUOUS HEALING].
Concept/Animation: When her family members are harmful effect free Pepa is in a good mood.
