Will characters from past events become available again?

Hello there so I have a question in regards to characters that have been in past events. So I got in to this game a little over a week ago and am loving it, with that being said I missed out on some of the exclusive events of which aren't available anymore. Will some of those characters such as Mulan, Shan Yu become available again at some point. Thank you for your time!

    I assume there will be a rotation for the events, so many once they get through a rotation they’ll rotate back through them. I could be wrong, regardless I doubt they’ll make it impossible to get characters from events you missed.
