Same problem. Another thing that's happening is if I try to watch the bonus energy generation ad from the campaign it won't give me the bonus and it drops me in the Events menu instead of where I was.

In the English version it only lists 8% bonus speed. Maybe they changed the skill but forgot the Spanish description.
