If you mean Natasha Yanokov regarding your perfume line, some people have reported you meet her in the Golden Porkchop. But obviously this is not certain and I am thinking back when it was glitchy too She should turn up at the Infinitum or the Golden Porkchop eventually
But if need submit a ticket just in case it is bugged Hope you find her soon.
