How to get new eye color?

Hi guys!
So I just started playing again yesterday after a long hiatus and I've seen people with a new bright blue eye color but I can't seem to find out how to get it? Could somebody please tell me how? Thanks!

The eye colors you see in your wardrobe are the only eye colors you can use. There are only eight colors you can choose from. If you really want to double check, you can check out my eye-chart on the wiki. There is an aquamarine eye color if that's what you're referring to.
If it's not and you see NPCs with the eye color, those seem to be only exclusive for NPCs. You may notice other things you cannot get on NPCs like some star earrings, white hair, different shades of makeup, eyes, lipstick, etc.
The colour you are seeing may also appear different depending on skin tone. This happens with the eyeshadows anyway so may be the same for eye colour
