Adding "Friends"

How do you add people.... Besides Facebook, there's no option to add people.... Like from here.... I'm confused :-(

    If you have anything non-iOS like Android, your only option is to add people from Facebook.

    If you do have iOS, you use Game Center to add people with. The game will automatically add anyone of your friends that plays into your game. This also applies to Facebook.

    If im not mistaken for android you have the option to add friend from google+ account.
