No NPCs?

I recently started a new game and for some reason there are no NPCs anywhere except for the Neighborhood, Downtown and The Coast. Is there a way to fix this? I'm trying to make A-List contacts and it's almost impossible to when the other locations are all empty!

    This is a known issue that currently has no fix at the moment. I'm currently experiencing this too sadly, no idea what to do :( I see that leaving and entering again sometimes helps but only for The Black Widow :|

    Yeah strangely another player reported this and glu were baffled by it, but these reports have become more common recently. Hopefully this is addressed soon :o
